Foreigners in the possession of a permanent residency permit as well as expatriates working in Shanghai may be included in the city’s social security system.
The proposal to include foreigners in the social-security system is
awaiting approval from the city’s authorities. It will cover
expatriates working for local employers, those who have obtained
permanent residency and residents from Macau, Taiwan and Hong Kong. The
benefits they can look forward to include Shanghai’s pension, medial
and industrial-injury insurance scheme, on par with their local
counterparts.
The system, according to media reports currently only includes
returning Chinese who still have citizenship and a Shanghai residence
card. Currently only 478 foreigners hold a permanent-residency permit,
since its inception in 2004.
Shanghai Daily quotes an official with the Shanghai Exit-Entry
Administration as saying that “It should be an international routine
for foreigners holding permanent-residency permits in one country to
enjoy the country's citizen welfare and benefits.”
