In its efforts to protect the environment and save energy, the Ministry of Commerce has proposed to fine retailers up to RMB10,000 (USD1,430) for providing free plastic bags to consumers, effective June 1st.

The draft regulation on the Ministry’s website stipulates that retailers can set the price of plastic bags, but not below cost and that the price of each bag must be displayed on consumer receipts or meet with a RMB5,000 fine.

Retailers have to allow customers to carry their own bags and encouraged to supply environment-friendly alternatives.
